The Oregon Housing and Community Services (OHCS) agency runs a variety of housing assistance programs. This includes helping people avoid or get out of homelessness, providing aid with utility bills, financing the development of affordable homes, and supporting homeownership.
OHCS delivers these programs by partnering with local organizations and community groups through grants, contracts, and loan agreements. Their funding comes from a mix of federal and state sources, which have complex rules and regulations. As a result, OHCS plays an important role in overseeing how these housing resources are managed and ensuring they are used properly.

Oregon Law Help is a joint project between the Oregon State Bar, Oregon's state court system, legal aid organizations, and other nonprofit legal providers in Oregon. A critical resource for tenants throughout Oregon, the Community Alliance of Tenants (CAT) is a grassroots, tenant-controlled, tenant-rights organization. They organize and develop leadership among low-income tenants and prioritize building tenant power. They operate a hotline community members can reach out to if they are experiencing a landlord-tenant issue. It's important to note that the Renters' Rights Hotline does not provide legal advice or rental assistance funds. When you call, be sure to leave details about your location, membership status, and the best time for us to reach you during our hotline hours: Monday & Wednesday, 1-5pm, and Tuesday evenings, 5-8pm at (503) 288-0130.

Eviction Legal Defense Program
The City of Portland Eviction Legal Defense Program (ELDP) provides free legal support for low-income tenants facing eviction for rental units within Multnomah County. Tenants can seek these free legal services as soon as they receive a Notice of Termination and do not need to wait until an eviction case is filed.

Legal Aid Services of Oregon (LASO): Legal Aid Services of Oregon (LASO) is an effective, high-quality legal services program with a mission to achieve justice for the low-income communities of Oregon.
Oregon Law Center (OLC): provides free legal help to people struggling to make ends meet on matters related to their homes, livelihoods, medical care and physical safety against domestic violence.
Programs to Help You Find the Right Lawyer: the Oregon State Bar is the official association governing all attorneys in Oregon. They have several programs to help members of the public find an attorney. For people with limited incomes, they offer additional resources to connect with legal services.
